What should a fitness center do if a 4 year old boy hits other kids in the daycare at the fitness center?

How many warnings?
Because the one parent feels that child shouldn't even be in the daycare, but I think the fitness center should try to solve the problem without having to kick anybody out.

The fitness center should defer to the parent, tell the parent the behavior and give the parent a warning for what will happen if the behavior does not change....
If the parent gives permission for some sort of discipline then the worker should give one warning then remove the child from the others, make him stay by himself.
Before anything go to the parent.
